It's not a real danger for yourself (unless you're in the truck) but it can happen that a truck gets an accident. If you're not in the truck the only thing that happens is a delay and you'll never know how long this will be. So be patient because it's all in the game when you're traveling around.

Foreign travelers are strictly required to submit a 'Permit' to travel to Tibet. That means to hire a car as well as a tourist guide for your trip. You can still design your own itinerary, by only paying a little more. Don't try to slip, unless you look exactly as a Chinese and you do speak some Chinese. It's seriously checked anywhere there and once if you were found, you'd be ordered to leave Tibet immediately.
